Apprehensions Made in Link to Massive Illegal Rubbish Dump
A pair of individuals have been taken into custody as an element of an inquiry into the dumping of thousands of metric tons of rubbish in a rural field in Oxfordshire, England.
Law enforcement indicated that a man in his late sixties was detained at a property in Andover, Hampshire, while a 54-year-old was detained in the town of Slough in association with the massive heap of garbage tipped near Kidlington, Oxfordshire.
These arrests follow a previous report which exposed the existence of more than 500 unlawful tips in England, featuring at least 11 so-called "super sites" bigger than 20,000 metric tons.
A official for the regulatory agency stated that the arrests were for ecological and proceeds of crime offences and represented a "vital step" in ongoing inquiries. The apprehended men have been released on conditional release.
Magnitude of the Issue
The illegal site in near Kidlington, positioned between the river Cherwell and the A34 road, is thought to contain approximately 21,000 tonnes of refuse in a heap which is up to 150m (490ft) lengthwise and 6m (20ft) in height.
This mound of rubbish is composed of what appears to be processed residential rubbish, shredded plastics, expanded polystyrene, tyres and various domestic objects.
It represents just a single of 517 unauthorized tips across England, at least 11 of which hold more than 20,000 tons of waste. These encompass a 280,000-tonne site in Cheshire, two 50,000-tonne sites in Lancashire and Cornwall county and a 36,000-tonne tip in the county of Kent.
The overall amount of such larger dumps is probably to be larger, as the environment agency has previously indicated it does not possess information on volume for all unlawful site.
A large proportion of such locations are in agricultural settings, typically out of sight, and on land that is zoned as agricultural land.
Criminal Operations
Law enforcement say many are managed by criminal organizations, who are generating money by demanding far less than legitimate operators to accept and dispose of rubbish.
Firms have to incur site fees to use lawful disposal sites, depending on the volume and category of refuse they are trying to dispose of, and a waste tax is also levied at just over £126 per tonne.
Public Anger
Preparatory operations to remove the affected dump commenced in recent weeks following worries over the potential of fire and the impact that would have on the close-by A-road.
A commercial clean-up company has been granted the task to remediate the location over the next 12 months at a cost of £9.6m.
An investigations officer for the government environmental crime team stated that the agency would be seeking to recover the clearance expenses under proceeds of crime acts from any individual ultimately prosecuted at the termination of its ongoing case.
She added that the recent detentions would help "move the investigation forward" and allow officials to "investigate more lines of inquiry to ascertain exactly what transpired and who was involved".
"This unlawful tip at the site was an shocking and intentional assault on our ecology and the authorities share the local anger at this terrible offence," she remarked.
A government minister welcomed the arrests, adding: "This unlawful dumping of waste at this location is utterly appalling and has caused significant damage to the natural world and distress to the surrounding residents.
"Our government is dedicated to eradicating this category of crime throughout the UK, by boosting funds to combat illegal dumping, employing more officers and enacting stricter controls and penalties for those who flout the rules."
The arrests were carried out on Thursday by personnel from a specialist serious crime unit and are in addition to an prior detention of a 39-year-old from the Guildford area in the autumn. He was set free pending further investigations.
